Sir,
1. We have the honour to submit for your consideration the attached correspondence which has passed between ourselves and the Colonial Authorities with reference to our claim to an ALLOWANCE IN LIEU OF QUARTERS.
2.
The undersigned U. A. Farrell joined the service in 1901 and is now holding the office of First Class Overseer: the undersigned W. T. Edwards joined in 1903 and is now holding the office of First Class Overseer under the Buildings Ordinance: the undersigned John Mackay joined in 1904 and is now holding the office of Land Bailiff, and the undersigned J. H. Fynoch joined in 1908 and is now holding the office of First Class
Overseer in the Public Works Department.
3. According to the General Orders and Regulations of
* Hongkong (No. 22) any officer is allowed to own a house for his own occupation with a garden and ground attached thereto (not cultivated with a view to sale of produce).
4. As we were not provided with any quarters and could
not procure suitable quarters for ourselves and our families at
a reasonable price, each of us has with the knowledge and consent
of our Superior Officers taken up land and built a house for the
Occupation of ourselves and our families.
5.
At the time we built our houses there was no prospect
of our obtaining any quarters from the Government, as the scheme
